Minutes of the Philadelphia Yearly Meeting Indian Committee
October 27, 2001

Present: Lois Kuter (Clerk), Anne Humes, Louis Lefevre, Shirley Hunn, Melissa Elliott, Ed Nakawatase
Regrets: Nancy Webster, Marie Haaf, Carol Ann Gray, Carrie Goodman

1. The Meeting opened with silent worship at 10:10 a.m.

2. Minutes from the Meeting of September 22, 2001, were approved with notice to be given as to time
and place of the November meeting.

3. Louis Lefevre gave the Treasurer's Report stating that $2,030 was given to the
MOWA Choctaw School since the September meeting, leaving a balance in the designated fund
of $4,186.06.

4. Lois Kuter proposed procedures for the reimbursement to Committee Members for expenses
associated with working for the Committee. The Committee approved a procedure for Members to submit reimbursement requests directly to the Treasurer (with a copy to the Clerk) for expenses such as photocopying, postage and telephone calls. A cap was set at $150 per year per individual (with a cap of $250 per year for the Clerk). Reimbursement of expenses for travel are capped at $250 per year per individual. Any request for assistance for more than $250 for any trip would need to be brought to the Committee for approval. See attachment to these minutes.

 5.  The committee approved the request from Jill Kinney for the duplication of the video "A Weekend at Tunessassa" in the Indian Committee Archives at The Quaker Collection of Haverford College with the
understandings and conditions set forth in a letter to Jill Kinney attached to these minutes. This includes the fact that Jill Kinney will be using the video as reference material for her research on the education
of Seneca Indians and the Quaker mission in western New York, and the fact that she will donate the video to the Seneca Nation of Indians Library in Salamanca when done with it.

The Indian Committee also approved the request from Jack Ericson of SUNY-Fredonia to publish a listing of students from Tunessassa found in the Indian Committee Archives at The Quaker Collection of Haverford College to be incorporated into a larger census of Seneca names to be made accessible
to the Seneca people. See attached letter to Jack Ericson.

6.  A general request for support for work by Pat Kutzner of Baltimore Yearly Meeting with the Torreon-Starlake Chapter of the Navajo Nation was considered by the Committee. The Committee felt that it would prefer to support specific projects as it has done in the past for work by BYM with the Navajo. Lois Kuter will send a letter to Baltimore Yearly Meeting with our revised Funding Request form.

 7.  The Committee considered further the purchase of a lap top computer to be used primarily by those taking meeting minutes. Based on research done by Carol Ann Gray, the Committee approved spending up to $1,500 for the computer and will ask Carol Ann Gray to proceed with this.

8.  Lois Kuter gave the Committee a report prepared by Sam Lemon of expenses and persons to be involved in the creation of a Website for the Indian Committee. The Indian Committee approved the engagement of Dan Rottenberk as a Website consultant with an Honorarium of $100 to be paid in advance for the service. The Committee also approved the expenditure of up to $25 for the set-up fees for the Website and the expenditure of fees to total no more than $125 annually to the Website provider for upkeep requirements. This annual expenditure is approved until such time as the Committee feels it does not want to continue such service or the fee level increases and new approval is required. The Committee will review the effectiveness of the Website on an annual basis as of the date the service begins. See attached letter to Dan Rottenberk.

9. Anne Humes reported on the Nanticok Lenni Lenape conference held on October 20, noting that the following current and former Indian Committee Members had attended: Julie Kiene, Melissa Elliott, Marie Haaf, and Jan and Alice Long.  Anne Humes was impressed with the fact that a full representation of Lenape and Delaware groups from wide-ranging areas were together, had the opportunity to speak, and agreed to create a confederation. Anne will send a follow-up letter to the Mark Gould and the Nanticoke Lenni Lenape who organized the gathering to congratulate them on their efforts.

10. Lois Kuter questioned what to do with cartons of Lenape curriculum materials (books for children) in her possession. She the could best be used by the Lenape who are working with school teachers and visiting school groups. Anne Humes will compose a letter to Carla Messinger (Allentown Museum of Indian Culture) and Mark Gould (Naticoke Lenni Lenape) to inquire if they would like the books or know of any schools or teachers who can use the material.


11. Carrie Goodman is working on an Indian Committee brochure which is needed to give to interested persons and for recruiting new members for the Committee. Lois Kuter will ask Carrie about the progress of the brochure and Melissa offered her services to help with graphic design if needed.

12. Discussion of budgeting and funding priorities was saved for the November 10th meeting.

13. It was agreed that the Committee needs to work on recruiting new members. Anne Humes proposed writing to Quaker colleges (Sociology/Anthropology/History Departments) asking students and faculty if they want to join. Other contacts suggested were Peace & Social Concerns committees of Monthly Meetings, Young Friends groups, and Quarterly and Monthly Meeting Newsletters.

14. Ed Nakawatase reported that FCNL was discussing an expansion of its Indian Affairs work. He suggested that the Indian Committee could play a strong role in support for such efforts. It was agreed that it would be useful to have someone from FCNL come to speak to the Committee, and Ed Nakawatase will pursue this.

15. The meeting closed at 12:15 with a period of silent worship.
